On April 1, 2025, the Council of Ministers approved Royal Decree-law 3/2025, which reactivates the MOVES III program for this year. The measure, promoted by the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), guarantees the continuity of incentives for electric mobility and provides security to sector agents, following the regulatory vacuum caused by the annulment of the previous RDL 9/2024.

Program Validity

The MOVES III will be in force from January 1 to December 31, 2025, with retroactive effect, meaning that applications submitted since the beginning of the year will be valid. Subsidized actions must be justified at the latest before December 31, 2026, although autonomous communities may set shorter deadlines in their respective calls.

Budget and Financing

The program has an allocation of 400 million euros, adding to the more than 1.3 billion already distributed since 2021. In total, the Government has allocated more than 1,735 million euros to the promotion of electric vehicles and charging infrastructure. This funding is managed through the IDAE (Institute for Diversification and Saving of Energy) and comes from the Ministry for the Ecological Transition.

Eligible Actions

The program maintains the support lines already included in Royal Decree 266/2021:

  • Acquisition of electric vehicles (passenger cars, vans, motorcycles…).

  • Installation of charging points, in both public and private environments.

  • Installations in private homes, which can benefit from a 15% deduction on personal income tax (IRPF).

Administrative Simplification

A significant improvement in processing is introduced for subsidies of an amount under 100,000 euros, allowing the submission of a simplified justification account, which will reduce the bureaucratic burden for many applications.
