MITECO launches a new 120 million euro call to boost Energy Communities
The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has announced the publication of the regulatory bases to launch a new call for subsidies, allocating 120 million euros for the creation and development of energy communities in Spain. This initiative is part of the CE Implementa Program, which to date has facilitated the launch of 128 energy communities and 77 Community Transformation Offices across the country.
Focus on multi-component projects
The new call of the CE Implementa Program, which will be open for applications from September 19 to October 31, 2024, places special emphasis on multi-component projects. These projects will not only focus on self-consumption, but will also cover areas such as renewable heating and cooling, sustainable mobility—featuring electric charging infrastructures, shared bicycles, and carsharing—and the integration of storage systems to improve the deployment of renewable energies.
Energy communities are recognized as key actors in the energy and social transformation of the country. Therefore, projects that combine various actions, demonstrate high administrative viability, are economically efficient, and generate positive externalities will have greater chances of becoming subsidy beneficiaries.
Evaluation criteria and beneficiaries
The evaluation criteria for awarding these subsidies include:
- Multi-Component Projects: Integration of various actions, such as renewable energies and sustainable mobility.
- Administrative Viability: The maturity level of the project.
- Economic Efficiency: Projects requesting a lower percentage of aid.
- Positive Externalities: Consideration of vulnerable consumers, gender perspective, development in municipalities facing demographic challenges, impact on the value chain, and support from local public entities.
Legal entities, whether public or private, with tax residency in Spain that form a Renewable Energy Community or a Citizen Energy Community will be eligible to benefit from this funding line. It is important to note that public entities must set up energy communities as a separate legal entity in order to participate.
Areas of action and grants
Eligible actions for these subsidies include:
- Renewable electricity and storage: Up to 60% of eligible costs.
- Renewable thermal energy: Up to 80% of eligible costs.
- Energy efficiency: Up to 30% of eligible costs.
- Sustainable mobility: Up to 60% of eligible costs.
- Demand side management: Up to 40% of eligible costs.
This new call from the CE Implementa Program represents a key opportunity to keep advancing Spain’s energy transition, supporting local communities in creating sustainable projects that go well beyond self-consumption.
