On February 10, the Generalitat de Catalunya presented the Pla Catalunya Lidera, an ambitious investment strategy that seeks to position Catalonia as a benchmark in sustainability, innovation, and economic development. The event, which included the participation of leading companies from the mobility sector and experts in the field, was attended by Jorge Ríos, CEO of Etecnic, who was able to learn firsthand the details of the plan. The importance of electric mobility in the future of the region was highlighted. With a total investment of 18.500 million euros for the 2025-2030 period, this plan represents a great opportunity for electric mobility and the energy transition of the region.

A plan to boost the electric vehicle

The Electric Vehicle Boost Plan 2025-2030 will mobilize more than 1,400 million euros until 2030, between public and private investments, for the expansion of electric vehicles in Catalonia.

One of the main objectives is the creation of 9,000 new public charging points until 2030, which will improve accessibility to the charging infrastructure throughout the Catalan territory.

The President of the Generalitat, Salvador Illa, emphasized the importance of this transition: “To decarbonize the mobility sector, the solution is called the electric vehicle. There is no turning back.” Accompanied by Ministers Albert Dalmau, Alícia Romero, and Miquel Sàmper, he highlighted the efforts of the automotive industry to democratize access to electric vehicles and reduce the cost gap with combustion vehicles.

The plan establishes that by 2030 the following objectives will be achieved:

  • Double the pace of deployment of stations and charging points.
  • Reach 90% electrification of the Generalitat’s fleet.
  • Triple the penetration rate of electric vehicles and reach the European average.
  • Increase knowledge about the benefits of electric vehicles among the target audience.
  • Reinforce the value chain of the related Catalan industry.
  • Establish and consolidate public-private governance.

Quantifiable objectives

  • That by 2030 there will be 120,000 pure electric vehicles, 30,000 plug-in hybrids, and 30,000 electric motorcycles circulating in Catalonia.
  • 180,000 registrations of electrified vehicles.
  • 470,000 tons of CO₂ savings.
  • 9,000 new public access points owned by the Generalitat.

Measures

  • €380M to deploy charging infrastructures.
  • €880M to boost the demand for electric vehicles.
  • €10M to improve social perception.
  • €135M to stimulate the industry and foster innovation.
  • €10M to achieve efficient governance and management.

LIDERA: a new operator for the execution of the plan

One of the fundamental pillars of the Pla Catalunya Lidera is the creation of the operator LIDERA, an entity in charge of leading and executing the strategic investments of the plan. This measure will speed up the implementation of key infrastructures and guarantee the correct distribution of resources for the development of sustainable mobility projects, renewable energy generation, and industrial decarbonization.

Objectives set by Europe

This plan responds to the objectives set by the European Union, which establish reaching a share of 40% of electrified vehicles, compared to the current 14.3% in Catalonia, and expanding the network of charging points to 45,000, compared to the 9,000 public points currently existing.

To achieve this, the first axis plans an investment of 380 million euros for the deployment of public charging infrastructure, including 150 million destined for 5,000 charging points for the Generalitat’s fleet and 4,000 for public access.

Likewise, the second axis will mobilize 880 million euros to boost the demand for electric vehicles. The Institut Català de Finances (ICF) will offer two loan lines:

  • 200 million euros for self-employed workers and micro-SMEs who want to purchase an electric vehicle.
  • 240 million euros for the electrification of business fleets.

These loans, available in 2026, will have a repayment period of six years and a limit of 60,000 euros per vehicle.

The analysis of Jorge Ríos and Etecnic’s position

According to Jorge Ríos, CEO of Etecnic, the Electric Vehicle Boost Plan within the Pla Catalunya Lidera – is a very necessary and optimistic plan. He highlighted that defining electric mobility as a strategic action at the governmental level is a fundamental step, but its success will depend on an effective implementation and public-private collaboration with all agents in the sector.

Since its foundation in 2015, Etecnic has played a crucial role in the transformation of electric mobility in Catalonia. With a trajectory of more than a decade, it has been a pioneer in the development and management of charging infrastructures, offering innovative and efficient solutions. Etecnic360, with its comprehensive charging point infrastructure service, has led the expansion of electric mobility, collaborating with more than 200 municipalities and managing more than 1,400 charging points in the region.
