Electric mobility is a strategic priority for public administrations committed to sustainability and the energy transition. In this context, the
Consell Insular de Formentera
entrusted Etecnic360 with developing the island’s Public Electric Vehicle Charging Network Development Plan, with the aim of promoting the adoption of electric vehicles in the medium and long term.

The Consell Insular de Formentera, made up of the councillors of Formentera Town Council, operates as an entity with its own full and independent legal personality and assumes all the administrative powers and responsibilities corresponding to the Town Council. This unique institutional structure makes the Consell the key authority for the planning and implementation of public infrastructure on the island.

Consultancy: analysis of the starting point and strategic planning

The project began with a specialised consultancy phase aimed at defining a comprehensive strategy for the deployment of public charging infrastructure during the 2024–2026 period. The main objective was to provide the Consell Insular with a planning tool that would support decision-making based on technical, economic and environmental criteria.

During this phase, Etecnic360 carried out:

  • Analysis of the existing infrastructure: review of the current condition of the charging points available in Formentera.
  • Definition of the infrastructure plan: design of a network aligned with the territory’s actual needs.
  • Budget planning: estimate of the investment required for the deployment of the network.
  • Environmental assessment: analysis of the impact of the proposed investments.
  • Centralised management: definition of the minimum criteria required for the efficient administration of the public network.

This work made it possible to establish a clear roadmap for the development of electric mobility on the island, ensuring consistency between planning, implementation and future management.

Based on the defined action plan, Etecnic360 carried out the implementation of the project and the installation of the charging infrastructure.

The charging points, installed in 2025, form an accessible and efficient public network that is ready for future growth. The network serves both residents and visitors and facilitates the use of electric vehicles on the island.

Digital management, the MELIB network and user experience

The charging points are integrated into the MELIB network, which has a white-label application based on the
EVcharge platform.
This solution makes it possible to provide a dedicated application with a corporate identity, while electric vehicle users benefit from an advanced, intuitive and reliable experience.

Through the application, users can check the status of the chargers in real time, search for them by location or charging requirements, navigate to them, and charge and pay in just two clicks.

The management platform for operators includes all the features of EVcharge Manager under the MELIB brand, enabling the centralised management, operational control and monitoring of the public charging network.

Thanks to the domain hierarchy, chargers can be differentiated according to their owner, making it possible to independently manage and monitor the charging points associated with each one.

The project received funding through the
MOVES III
programme. Etecnic360 supported the Consell Insular de Formentera throughout the documentation and grant application process, ensuring compliance with the technical and administrative requirements and facilitating access to the funding required for the deployment of the public infrastructure.
