The city of Mataró is working to improve its electric vehicle charging infrastructure as part of its commitment to more sustainable urban mobility. In this context, PUMSA, a public company owned by the Mataró City Council, has expanded its network of charging stations and launched a comprehensive project to facilitate the transition to electric vehicles for both residents and occasional users.

Identifying needs, regulations, and grants

When David Gabaldon joined PUMSA in 2019, one of the main objectives was to improve the company’s facilities, especially in municipal short-stay parking garages. A need was identified to renew the management team and expand the services offered.

In the area of mobility, progress began by promoting carsharing with Som Mobilitat, featuring six electric vehicles in service. Subsequently, the need to promote electric mobility in the city as a service that should be offered to citizens was identified.

The approval of Royal Decree 19/2021 helped validate the project, although it was already previously contemplated in PUMSA’s plans, with the goal of differentiating itself and offering a comprehensive service to the citizens of Mataró.

Regarding subsidies, it is considered that a more significant push from the government is missing, both for the purchase of electric vehicles and for charging infrastructure, especially when compared to other European countries. The high initial cost remains a barrier, along with a lack of education regarding the use and maintenance of electric vehicles and charging points.

Project Description

Mataró is a municipality in the province of Barcelona and the capital of the Maresme region, located about 30 kilometers northeast of Barcelona. As of 2023, it has a population of approximately 129,870 and covers an area of 22.53 km².

PUMSA (Promociones Urbanísticas de Mataró, S.A.) is a public company owned by the City of Mataró that manages the city’s urban mobility services, including municipal time-limited and resident parking lots, the regulated parking zone (Blue Zone), and the service for the removal and impoundment of vehicles from public roads.

Committed to sustainable mobility, PUMSA has expanded its network of electric vehicle charging stations, reaching a total of 35 stations distributed among short-term and resident parking lots. It currently has 22 chargers integrated into the EVcharge network, spread across 35 charging-capable parking spaces.

To carry out this project, PUMSA has contracted Etecnic360 to implement a comprehensive service that includes consulting, the installation of charging stations, the implementation of the software and the EVcharge app, as well as maintenance and remote support.

Experience, approachability, and commitment to a comprehensive electric mobility project

To carry out this project, PUMSA has hired Etecnic360 to implement a comprehensive service that encompasses consulting, installation of charging points, deployment of the software and EVcharge app, as well as maintenance and remote assistance.

PUMSA has also renewed its own fleet with electric vehicles and motorcycles, aiming to reduce polluting emissions and improve working conditions for the team. In addition, it is working with a company specialized in the manufacturing of electric motorcycles to install a battery swapping station.

User feedback has been positive, especially regarding the increase in charging points and the maintenance of accessible prices. Currently, PUMSA is developing an advertising campaign to promote these services in local media.

The choice of Etecnic was based on prior knowledge of the company and the fact that it was already managing and maintaining the existing charging points. The main reasons for continuing to rely on Etecnic were the in-house development of the EVcharge application, which allows for direct contact and greater control, as well as preventive maintenance and 24/7 remote assistance, both considered key to ensuring optimal service for users.
