VeriFactu: what changes in your invoicing from October 2028?<\/h1>\n

Updated on 6 October 2026<\/p>\n

Imagine if the tax authorities could check, the very moment you issue an invoice, that it is genuine and has not been tampered with. That is exactly what VeriFactu<\/strong>, the new invoice verification system driven by the Spanish Tax Agency (AEAT), is designed to achieve.<\/p>\n

And if your business issues invoices for electric vehicle charging, this regulation will affect you sooner or later. We explain what it requires, from when, and how to avoid being caught off guard.<\/p>\n

\n

What is VeriFactu and why does it exist?<\/h2>\n

VeriFactu is the invoice verification system regulated by Royal Decree 1007\/2023<\/strong>, of 5 December. Its aim is to combat tax fraud by ensuring that invoicing records are complete, retained, traceable and cannot be altered once issued.<\/p>\n

In practice, this means that each invoice generates a record with a digital fingerprint (hash) that links it to the previous invoice, forming a chain. If someone tried to modify a past invoice, the chain would break and the change would be recorded.<\/p>\n

\n

The timeline you need to know<\/h2>\n

The original timeline was postponed by one year by Royal Decree-law 15\/2025 and, according to the latest announcement from the tax authorities, it is being postponed again. This is where the timeline stands today:<\/p>\n

How we got here<\/span><\/p>\n

\n
\u25a0<\/span>5 December 2023:<\/strong> Royal Decree 1007\/2023 approves the VeriFactu Regulation.<\/div>\n

<\/p>\n

\u25a0<\/span>3 December 2025:<\/strong> Royal Decree-law 15\/2025 postpones the entry into force by one year.<\/div>\n

<\/p>\n

\u25a0<\/span>5 October 2026:<\/strong> the tax authorities announce a further postponement until October 2028, with a single date for companies and self-employed workers. It is pending publication in the BOE (Spain’s Official State Gazette).<\/div>\n

Expected date according to the latest announcement<\/span><\/p>\n

\u25a0<\/span>October 2028:<\/strong> companies, self-employed workers and other professionals required to issue invoices, all with the same date.<\/div>\n

<\/div>\n

<\/p>\n

If you still see 2026 or 2027 as the deadline somewhere, it may be information from before the announcement. Until the BOE publishes the rule, the timeline is not final, and we will update this article when it does.<\/p>\n

\n

What does the new system require?<\/h2>\n

<\/p>\n

Every company or self-employed worker in Spain that uses invoicing software must ensure that each invoice includes:<\/p>\n

\n
\u25a0<\/span>QR code:<\/strong> verifiable on the AEAT’s electronic portal.<\/div>\n

<\/p>\n

\u25a0<\/span>Electronic signature:<\/strong> using a digital certificate.<\/div>\n

<\/p>\n

\u25a0<\/span>Hashed record:<\/strong> tamper-proof and chained to the rest of the invoices.<\/div>\n

<\/p>\n

\u25a0<\/span>Real-time submission:<\/strong> of the record to the AEAT, in “VeriFactu mode”.<\/div>\n

<\/div>\n

<\/p>\n

Applies to:<\/p>\n

\n
\u25a0<\/span>Companies and self-employed workers with a tax address in Spain<\/strong> required to issue invoices who use any invoicing software.<\/div>\n

<\/div>\n

<\/p>\n

Excluded, or following a different route:<\/p>\n

\n
\u25a0<\/span>Companies under the SII<\/strong> (Immediate Supply of Information system), generally those with turnover above \u20ac6 million. Be careful: this does not exempt them from reporting electric mobility invoices, which must also be itemised per end customer. Grouping them under a generic tax ID (CIF) is a common mistake.<\/div>\n

<\/p>\n

\u25a0<\/span>Companies that pay tax in the Basque Country and Navarre<\/strong>, under their own TicketBAI system.<\/div>\n

<\/p>\n

\u25a0<\/span>Anyone who invoices entirely manually<\/strong>, without using any invoicing software.<\/div>\n

<\/div>\n

\n

What if I don’t report in real time?<\/h2>\n

<\/p>\n

The Regulation also provides for a “No VeriFactu mode”, in which the record is still generated but is not sent to the tax authorities at the time; it is only kept in case it is requested during an inspection. Although it is legal, it is not the option we recommend.<\/p>\n

“Reporting in real time, invoice by invoice, is the way to stop a small error from becoming a big problem later on. With No VeriFactu mode, any anomaly is discovered all at once the day an inspection arrives, with the risk of penalties accumulated over several financial years.”<\/p><\/blockquote>\n

<\/p>\n

The consequences of failing to adapt are not minor: financial penalties of up to \u20ac50,000 per financial year<\/strong> with anomalies in invoice issuing, as well as possible administrative consequences and, in the most serious cases, criminal ones.<\/p>\n

<\/p>\n

\n

My charger manufacturer only gives me receipts. Is that enough?<\/h2>\n

<\/p>\n

It is likely that several hardware manufacturers will choose to issue receipts without VAT instead of invoices, precisely so that they are not themselves considered invoicing software and do not take on VeriFactu responsibility.<\/p>\n

<\/p>\n

That does not remove your obligation. As the owner of the charging point, you are still required to issue a simplified invoice to anyone who asks for one, regardless of what your supplier gives you. Without a system to automate it, you would have to enter each receipt manually in your accounts and issue the invoices one by one.<\/p>\n
